Vision

Our draft Housing Strategy sets out a vision for the future of housing in West Northamptonshire:

“Everyone in West Northamptonshire should have access to a safe, suitable, quality affordable and sustainable home that enables them to live well, achieve their aspirations, contribute to thriving communities and play an active role in shaping the places and services that matter to them.”

Themes and priorities

We have developed our draft Housing Strategy around four key themes that we think will support us to deliver our vision. These are:

  • Theme 1: Delivering Homes our Communities Need
  • Theme 2: Becoming a High Performing Landlord
  • Theme 3: Supporting Independent Living and Thriving Resilient Communities
  • Theme 4: Strengthening the Private Rented Sector

Each key theme is supported by a set of strategic priorities, all of which are equally important in helping us achieve our vision for housing in West Northamptonshire.

The following questions look at each theme and priority in turn.

Theme 1: Delivering the Homes Our Communities Need

This theme is about working with developers, registered providers, local communities and other partners. We will work to increase the supply of good-quality homes, particularly focusing on affordable and social rented housing. We will take a more active role in ensuring housing growth meets local needs, supports sustainable communities and helps more residents access a suitable home.

Our priorities for this theme are:

  • Priority 1: Understanding the current and future housing needs of the area
  • Priority 2: Increase affordable housing supply
  • Priority 3: Unlock development opportunities and accelerate housing delivery
  • Priority 4: Securing high-quality, sustainable and affordable homes
  • Priority 5: Deliver appropriate supported/specialist housing

Theme 2: Becoming a High Performing Landlord

This theme is about providing safe, well-maintained and energy-efficient council homes, while putting tenants at the heart of decision-making. For tenants, residents and partners, it means a housing service that is accountable, listens, learns and continuously improves to deliver better outcomes and greater confidence in landlord services.

Our priorities for this theme are:

  • Priority 1: Improving customer experience and satisfaction
  • Priority 2: Keeping Council homes safe and well-maintained
  • Priority 3: Tenants have opportunities to influence services and can access housing services
  • Priority 4: Working with partners to improve outcomes
  • Priority 5: Deliver an effective and accountable housing service

Theme 3: Supporting Independent Living and Thriving Resilient Communities

This theme is about working with health, care, voluntary and community partners to help people live independently, prevent homelessness and access support when they need it. For residents, this means stronger communities, earlier help when challenges arise, and housing that supports health, wellbeing and independence.

Our priorities for this theme are:

  • Priority 1: Prevent homelessness through early identification/intervention and tailored housing support
  • Priority 2: Increase access to settled housing
  • Priority 3: Using data and partnerships to improve outcomes
  • Priority 4: Expanded supported housing that promotes independence

Theme 4: Strengthening the Private Rented Sector

This theme is about working with landlords, tenants and housing providers to improve standards, increase safety and support a fair and well-managed private rented sector. For residents, it means better quality homes, stronger protections and greater housing stability, while responsible landlords are supported to provide good quality accommodation.

Our priorities for this theme are:

  • Priority 1: Ensure safe, healthy and well-managed private rented homes
  • Priority 2: Preparing for and implementing housing legislation effectively
  • Priority 3: Supporting a professional private rented sector
  • Priority 4: Ensure Houses in Multiple Occupation (HMOs) are safe, well-managed and meet local housing needs
